Why is the US Government so inept at tech?

It's a good question. It's certainly not a lack of money--too much money, if fact, may be part of the problem, along with the bidding/contracting process--from the NSA to Obamacare's multimillion dollar website FAIL, here's one word that describes the US Government tech: "pathetic" . . .

In the government, despite several attempts at reform, few of these consequences seem to apply. Isn't it time that changed?
